December 2023 UNDP’s High-Integrity Carbon Markets Initiative
Introduction
UNDP emphasizes high integrity as core to its carbon markets portfolio, aiming to support countries in accessing and implementing carbon markets aligned with the Paris Agreement and Sustainable Development Goals (SDGs). The initiative focuses on four key offerings to enhance carbon market integrity and mitigate climate change.
Strategic Context
Carbon markets face challenges such as knowledge gaps, double-counting, human rights issues, and weak governance in developing countries. UNDP positions itself to address these by providing comprehensive support, building institutional capacity, and promoting equitable partnerships to scale up high-quality carbon finance.

Carbon Market Offerings
UNDP adopts a portfolio approach focused on two streams: Readiness and Implementation, covering four offers:
- Offer 1: Readiness – Carbon Market Access Strategies: Provides introduction to carbon markets and country-specific technical assistance to develop access strategies, including assessment of NDC potential, financing instruments, and identification of risks for host countries and local stakeholders. Leads to a Carbon Market Access Strategy and roadmap.
- Offer 2: Implementation – Article 6 ITMO Facility: Supports countries in capacity building for Article 6 (ITMOs), facilitates public-private partnerships, develops policies and regulations, and promotes digital infrastructure. Strategic outcomes include enhanced cooperation for NDC implementation, scaled-up carbon finance, and SDG support through high-impact projects.
- Offer 3: Implementation – Jurisdictional Voluntary Carbon Markets: Assists countries in aligning jurisdictional voluntary carbon markets (VCM) with national frameworks, acting as a financial intermediary to connect buyers with sellers, and ensures technical quality with safeguard integration. Aims to unlock finance and advance climate ambition.
- Offer 4: Implementation – Domestic Carbon Markets & Emission Trading Schemes: Provides technical support tailored to domestic mechanisms (compliance/ETS or voluntary programs), including accounting, legal feasibility, and registry setup. Outcomes include government capacity enhancement, private sector engagement, and increased public awareness.
High Integrity Guardrails
UNDP applies cross-cutting principles ensuring:
- Carbon accounting and transparency: Additional emission reductions, robust quantification, permanence, no double-counting, transparency, independent third-party validation, unique credit identification.
- Social and environmental safeguards and sustainable development benefits: Addresses FPIC (Free, Prior, Informed Consent), Indigenous Peoples' rights, gender equality, labor rights, robust safeguard risk assessments, benefit sharing, grievance mechanisms, and ensures positive SDG impacts.
