报告摘要
Tajikistan Road Safety Summary from Global Status Report 2023
Burden
Tajikistan has a high road traffic burden with an estimated 1,352 fatalities (95% CI 1,239-1,464) and a rate of 13.9 deaths per 100,000 population in 2021. Reported fatalities show a dominance by male drivers (57%) and other users. The country has legislative controls on speed limits (urban: 60 km/h, rural: 90 km/h, motorway: 110 km/h) and strong laws against drink driving, distracted driving, and motorcycle helmet use, with enforcement through manual checks.
Road Safety Infrastructure
The country has national speed limit legislation and targets for reducing speeds, but lacks systematic approaches or audits for existing roads. Investments in high-risk location upgrades are absent, and random breath testing is not conducted. Technical standards for new roads align with UN conventions, but enforcement of compliance is not reported.
Safe Vehicles
Tajikistan enforces comprehensive vehicle safety laws, including mandatory testing after fatal crashes, periodic inspections, and bans on mobile phone use while driving. Specific regulations address distracted driving, child restraints (with no enforced laws), and helmet standards for motorcycle riders. However, laws on electronic stability control, pedestrian protection, and vehicle safety anchors are noted as lacking or not applicable.
Post-Crash Response
Legislation ensures seat belt use for all occupants and access to emergency care, but data on seat belt wearing rates is unavailable. There are no specified national lead agencies solely for coordinating post-crash services, and compliance with good Samaritan laws or rehabilitative care is indicated as partially not applicable.
Institutional Framework
Despite participating in the Global Status Report and setting some targets, Tajikistan lacks a national road safety strategy and institutional mechanisms for implementation, with funding for strategy execution missing. This hampers progress in areas like child safety restraint use and adherence to UN road safety conventions (e.g., only 4 out of 7 conventions are fully adhered to). Data collection is partial, affecting journey analysis and fatality reduction tracking.
