Road Safety Challenges
- Single Carriageway Roads: Most roads assessed were single carriageway with limited physical separation between opposing flows.
- Roadside Hazards: Over 50% of the survey length had hazardous objects within 5m of the running lane.
- Lack of Protection: Limited roadside safety barriers and insufficient footpath and crossing facilities.
- Unprotected Barrier Ends: Identified as a major hazard in almost 750 instances.
- Vulnerable Road Users: Pedestrian and bicyclist facilities were generally inadequate.

The following treatments were identified as key to improving road safety:
- Roadside Safety Barriers (Passenger Side): 660.4 km (R$465 million)
- Shoulder Rumble Strips: 1,396.8 km (R$116 million)
- Footpath Provision (Passenger Side): 234.8 km (R$200 million)
- Clear Roadside Hazards (Passenger Side): 769.3 km
- Street Lighting (Mid-Block): 100.9 km
- Refuge Islands: 837 sites
- Signalised Crossings: 167 sites
- Pedestrian Fencing: 34.6 km
- Bicycle Lanes (Off-Road): 133 km
- Traffic Calming Measures: 162.2 km
- Improve Curve Delineation: 63.8 km
- Delineation and Signing (Intersection): 387 sites
