Clean Energy Transitions Programme (CETP) 2024 Annual Report Summary
Core Content
The Clean Energy Transitions Programme (CETP) is the International Energy Agency's (IEA) flagship initiative aimed at accelerating global clean energy transitions. Since its launch in 2017, the CETP has focused on supporting energy transitions in partner countries, enhancing multilateral coordination, and delivering global analysis to inform policy dialogue. The programme operates through three key pillars: direct support for national transitions, strengthening multilateral cooperation, and enabling global energy dialogue.
Key Achievements in 2024
- Global Engagement: The CETP supported over 320 high-level meetings with policymakers, 735 workshops and technical exchanges involving more than 12,000 participants, and 42 capacity-building events for almost 1,200 policy professionals.
- Reports and Data Products: Over 200 reports, policy briefs, and data products were produced or enhanced.
- Africa: The IEA secured USD 2.2 billion in funding through the first-ever leaders-level Summit on Clean Cooking in Africa. It also conducted climate resilience assessments for Mozambique and Kenya and supported the development of the Uganda Energy Transition Plan and Kenya's Energy Policy Review.
- Asia and Latin America: The IEA supported Indonesia's Just Energy Transition Partnership and Brazil's Fuel of the Future Program. It also launched the first-ever Regional Co-operation Centre in Singapore, deepening engagement in Southeast Asia.
- China: The IEA reinforced its role as a trusted partner in China's clean energy transition, publishing reports on power system flexibility and providing technical analysis on energy investment trends.
- Middle East and North Africa (MENA): The IEA engaged with MENA countries to leverage traditional energy capacities and promote clean technologies, including supporting Oman's taskforce for transitioning to clean energy and participating in methane emissions tracking.
- Ukraine: The IEA supported Ukraine's energy security and transition efforts, releasing key reports and developing tools for efficient building reconstruction.
- Latin America: The IEA continued its collaboration with Latin American countries, contributing to the Global Hydrogen Review and supporting Costa Rica's data capacity for climate reporting.
- G20 and COP29: The IEA played a central role in shaping the G20 and COP29 agendas, supporting the development of quantitative targets for energy storage and grid expansion, and launching a new online tool to track COP28 outcomes.
- Methane Emissions: The IEA expanded its Global Methane Tracker and supported methane capture projects in key exporting countries, reinforcing the urgency of action to reduce emissions.
- Critical Minerals: The IEA published the Global Critical Minerals Outlook 2024 and focused on sustainable supply chains, including electric vehicle batteries and recycling strategies.
- Energy Efficiency: The IEA supported the development of energy efficiency standards, conducted training events, and contributed to the World Energy Investment 2024 and Energy Efficiency 2024 reports.
Multilateral Collaboration
- The CETP strengthened collaboration with the European Commission, the G7, and the G20, contributing to global climate action and policy dialogue.
- The IEA co-hosted the 9th Annual Global Conference on Energy Efficiency with Kenya and supported the Africa Energy Efficiency Policy in Emerging Economies Training Week.
- The IEA also engaged in the Biofuture Platform and the Regulatory Energy Transition Accelerator, promoting sustainable bioenergy and regulatory cooperation for decarbonisation.
People-Centred Energy Transitions
- The CETP prioritises inclusive and equitable energy transitions, aligning with the ten Principles for Just and Inclusive Energy Transitions.
- The IEA launched the Global Commission on People-Centred Clean Energy Transitions, co-chaired by Spain and Brazil, and hosted the first-ever Global Summit on People-Centred Clean Energy Transitions.
Innovation and Digitalisation
- The IEA's Digital Demand-Driven Electricity Networks (3DEN) Initiative provided policy advice on smart electricity systems, supporting pilot projects in Brazil, Colombia, India, and Morocco.
- The Agency also contributed to the development of innovative indicators and datasets to track clean energy transitions and support Sustainable Development Goals.
Conclusion
The CETP has been instrumental in advancing clean energy transitions worldwide, focusing on both national and global levels. By fostering collaboration, providing actionable solutions, and enhancing data and policy analysis, the programme continues to play a pivotal role in shaping a sustainable, secure, and inclusive energy future.
