Gender-Responsive Tourism in Cabo Verde Summary
Introduction
Tourism is a central pillar of Cabo Verde's economy, contributing significantly to GDP, job creation, and exports. This report examines the gender dimensions of tourism to promote equitable and safe job opportunities for women, based on the World Bank project "Resilient Tourism and Blue Economy Development in Cabo Verde." It highlights the importance of gender-responsive approaches to ensure sustainable recovery post-COVID-19.
Methodology
The analysis was conducted using a framework aligned with the World Bank Group's Gender Strategy (2016–23), focusing on four domains: human endowments, access to more and better jobs, access to assets, voice, and agency. Data collection involved desk reviews, stakeholder consultations, and participatory meetings, revealing constraints through qualitative and quantitative insights.
Key Findings
- Economic Role and Gender Gaps: Tourism drives Cabo Verde's economy, but women face systemic barriers, including high rates of unpaid care work (women spend 43.7% of their time on unpaid tasks vs. 31.8% for men). This limits their participation in formal jobs and entrepreneurship.
- Employment Challenges: Despite women often being majority in hospitality roles (60% of workers), issues include the gender pay gap (50.1% gap), lack of job security, and informal economy predominance, with women making up 58.8% of informal workers.
- Asset Access and Finance: Women have limited access to banking and financial services due to gender norms, lack of collateral, and insufficient entrepreneurial training, despite being key borrowers in microfinance schemes.
- Voice and Agency: Silver plan for gender mainstreaming in tourism exists but is underutilized. High risks of gender-based violence (GBV), such as sexual exploitation in tourism, require urgent policy and societal changes.
- Constraints: Key barriers include insufficient sex-disaggregated data, triple burden of work for women, and social norms reinforcing gender roles in tourism and related sectors.
Recommendations
- Develop a comprehensive Action Plan update for gender mainstreaming and GBV prevention tied to tourism recovery.
- Enhance education and training programs for women, including business skills and digital literacy, to improve job prospects and leadership.
- Expand gender-responsive financial services and microfinance options tailored to women's needs in tourism and blue economy sectors.
- Improve child protection measures and raise awareness on GBV through public-private dialogues.
- Collect and disseminate sex-disaggregated data to inform policy decisions and monitor progress.
Conclusion and Impact
Adopting these measures will foster sustainable and inclusive tourism, enhancing women's economic empowerment and addressing gender inequalities for long-term prosperity.
