报告摘要
绿色金融驱动可持续食品系统的转型力量
Despite accounting for roughly one-third of global emissions, the food system receives a disproportionately low share of climate finance. This white paper explores five financial vehicles—supply chain finance, equity finance, insurance products, debt and sustainability-linked bonds, and blended finance—to address this gap and catalyze sustainable food system transformation.
Key Points
-
Significant Investment Gap:
- Food and agriculture systems receive less than 4% of global climate finance, despite contributing up to 39% of agricultural emissions.
- Public investment in food systems has remained stagnant, with only 3% of climate finance allocated to agriculture-related projects.
-
Five Financial Vehicles:
- Supply Chain Finance: Tools like payables finance and carbon payments help farmers and processors access working capital.
- Equity Finance: Offers capital for scaling sustainable technologies; examples include venture funds for sustainable agriculture.
- Insurance Products: Parametric insurance and crop yield safeguards reduce climate risk for farmers and agribusinesses.
- Debt and Sustainability Bonds: Green bonds and linked loans incentivize sustainable practices while addressing financial constraints.
- Blended Finance: Combines public and philanthropic funds to de-risk investments in underserved communities and markets.
Barriers to Scaling
Financial institutions face three primary challenges:
- Lack of Sector-Specific Knowledge: Most lack expertise in complex food system dynamics, leading to risk misassessment.
- Data Challenges: Inconsistent metrics and reporting hinder benchmarking and access to blended finance.
- Coordination Complexity: Fragmented value chains and limited trust make it difficult to deploy integrated financial solutions.
Call to Action for Finance Sector
To overcome these barriers, the report proposes:
- Establishing a Community of Practice for data sharing and policy alignment.
- Developing Industry Benchmarks for sustainability performance.
- Co-Designing a Sector Strategy to chart a pathway for sustainable investment.
By leveraging these financial tools and addressing key barriers, stakeholders can unlock $4.5 trillion in annual economic opportunities while ensuring a sustainable and equitable food system for a climate-resilient future.
