EBA Ex-Ante Publicity for Negotiated Procurement Procedure: Supply of Ratings Data
Overview
The European Banking Authority (EBA), established by Regulation (EC) No. 1093/2010 on 24 November 2010, is a key component of the European System of Financial Supervision (ESFS). It operates under the European Commission and collaborates with national supervisory authorities and other European Supervisory Authorities (ESAs) to ensure the stability of the financial system, market transparency, and protection of depositors and investors. The EBA has 123 staff members based in central London.
Purpose of the Contract
The EBA is mandated by Article 509(4) of the Capital Requirements Regulation (CRR) and Capital Requirements Directive IV (CRD-IV) to report to the European Commission on uniform definitions of high and extremely high liquidity and credit quality of transferrable assets. Specifically, the EBA aims to analyze how credit quality influences the liquidity of various assets. To achieve this, it plans to award one or more contracts (with possible renewal) for the supply of historic ratings data for a wide range of European bonds.
Service Description
The service involves providing historic ratings data for up to 100,000 individual ISINs (International Securities Identification Numbers) covering the period from 1 November 2007 to 1 June 2013. The data will be supplied in a flat file format and will be used solely for the purpose of the EBA's analysis. It will be stored at the EBA for documentation purposes, but individual ratings will not be disclosed in the final report.
Procurement Procedure
The EBA is conducting a negotiated procurement procedure to select service providers. Interested companies are invited to express their interest by sending an email to tenders@eba.europa.eu, copied to luis.delolmo@eba.europa.eu, along with their name, address, and business details. This must be done by 10:00am BST on Friday, 19 July 2013.
To qualify, interested companies must meet the following criteria:
- Financial Capacity: Provide financial statements, including turnover and balance sheets for the last three years (2010, 2011, and 2012).
- Technical Capacity: Demonstrate at least three years of experience (2010–2012) in providing services similar to those required.
- Declaration of Interest: Submit a declaration of interest (maximum 300 words) to show compliance with the above requirements.

- The ex-ante publicity does not constitute an obligation for the EBA to invite any interested company to tender.
- Only candidates invited by the EBA will be admitted to the procedure.
