- Phase 1: Technology-driven development at the local level; focuses on point solutions to improve efficiency.
- Phase 2: Application-oriented systematic development; expands to scenario-driven services, improves data sharing, and bridges inter-departmental collaboration.
- Phase 3: Innovation iteration and ecosystem development; aims for a human-centric governance model that integrates digital and physical spaces for better adaptation and long-term sustainability.
Digital transformation can be categorized into 7 functional areas: public and social services, industry and economy, governance, environment and low carbon, governmental effectiveness, infrastructure, and development assurance.
