Monitoring: Recent representative surveys show high tobacco use prevalence: Adult male smoking rate 54.8%, female 11.0%; youth smoking rate 11.1% overall among ages 13-15. Affordability of cigarettes decreased between 2010 and 2020.
Smoke-free Environments: Smoking banned in indoor offices, workplaces, restaurants, cafés, and pubs; compliance score 6 out of 10. Fines for violations exist, and enforcement includes dedicated funds and complaint systems.
Cessation Programmes: A tobacco-free telephone quit line is planned but not fully operational. Treatment for dependence available, with NRT cost-covered in some places; compliance score 6.
Health Warnings: Mandatory on cigarette packages, covering 75% front area, with specific imagery and statements. Not plain packaging, and regulations on misleading terms are pending; overall policy score indicates some weaknesses, but direct health warning requirements are met.
Mass Media Campaigns: No national anti-tobacco campaigns reported between July 2018 and June 2020.
Advertising Bans: High compliance with bans on direct tobacco advertising (score 10) and some promotion/sponsorship (score 9). No point-of-sale displays, and publicizing of CSR activities by tobacco companies is banned.
Taxation: Heavy taxes on cigarettes, with total taxes at 11.66% of retail price. Cigarettes are less affordable relative to GDP; price increased for lowest-cost brands from 2018 to 2020. No earmarking of tobacco taxes for health.
