• Procurement: Follow World Bank guidelines, with options for ministry-led, devolved, or community-based implementation to mitigate risks of fraud and ensure quality.

Operations and Maintenance

• Transition: Ensure smooth handover of facilities, coupled with training for users and maintenance staff to sustain infrastructure.
• Monitoring: Track performance metrics (e.g., energy use, durability) to optimize operations. Include climate-resilient maintenance strategies and post-occupancy evaluations to ensure alignment with design intent.
