This white paper examines how portfolio, programme, and project management (P3M) methodologies can drive sustainability outcomes for clients. It highlights the urgency of addressing climate change and Arup's commitment to integrating P3M with sustainability principles. Current applications often lack full integration due to insufficient collaboration between P3M managers and sustainability professionals, limited knowledge of sustainability fundamentals, and organizational fragmentation. To bridge this gap, the paper proposes three key shifts: the "Paradigm Shift" requires project sponsors and organizations to adopt long-term governance and investment for sustainability; the "Mind Shift" emphasizes project leadership and skill development in sustainability; and the "Scope Shift" advocates moving beyond time, budget, and quality to encompass wider environmental, economic, and social impacts, guided by frameworks like the UN SDGs. Practical applications involve focusing on areas such as decarbonization, biodiversity, and social value, with P3M professionals advised to enhance their knowledge through actions like engaging stakeholders, using standardized methodologies (e.g., Green Project Management), and staying informed on policies. Case studies from Hy4Heat, Imperial College, and Bristol City Council demonstrate successful P3M implementation in projects, achieving carbon reduction and sustainability targets. The paper concludes by advocating for increased cross-professional collaboration and immediate actions from P3M managers to reduce emissions, promote circular economy principles, and foster resilience against climate risks, ultimately supporting a sustainable future.
This research underscores the potential for P3M to contribute significantly to environmental protection and societal well-being, while raising awareness of barriers that must be addressed to fully realize this potential.
