Wealth, Geography, and Prosperity: Despite MENA's significant oil and gas reserves, development outcomes fall short due to spatial inequality and inefficient redistribution. Revenue from hydrocarbons has not always translated into equitable growth, human capital improvements, or poverty reduction, especially in conflict-affected countries. Wealth-sharing mechanisms across time (stabilization and saving) and space (geospatial equity) are crucial for inclusive prosperity.
Sharing Wealth Across Time: Effective management of volatile hydrocarbon revenues requires stabilization mechanisms (e.g., fiscal buffers) and savings policies to avoid procyclicality and support intergenerational equity. Many MENA countries lack explicit fiscal rules, leading to discretionary spending that undermines long-term fiscal stability. Sovereign wealth funds (SWFs) could help, but their operations in the region are often poorly coordinated with macroeconomic policies.
Sharing Wealth Across Space: Various models exist, including indirect revenue sharing (via national budgets) and direct models like derivation-based or indicator-based sharing. While direct models acknowledge local resource rights, MENA’s centralized systems and weak transparency limit their success in reducing regional inequalities or preventing conflict. Fiscal decentralization and rules-based approaches like those suggested by the Santiago Principles could improve equity and governance. However, regional disparities persist, and revenue-sharing policies require institutional reforms and accountability mechanisms.
Sharing Wealth for Peace and Stability: Resource-rich MENA countries have frequent conflicts over resource control, exacerbated by weak institutions, transparency, and governance. revenue-sharing agreements in fragile contexts often offer short-term solutions without addressing grievances, leading to elite capture and mistrust. Transparency via tools like the Revenue-Sharing Web Tool or EITI initiatives can help build trust and monitor equitable distribution, but robust enforcement remains a challenge.
Conclusion: Enhanced transparency, accountability, and robust governance are essential to leverage hydrocarbon revenues for sustainable prosperity. MENA countries can improve resource-sharing mechanisms by adopting explicit fiscal rules, strengthening institutions, promoting spatial equity, diversifying economies, and integrating revenue-sharing into peace processes.
