Economic Resilience & Diversification:

• Advocate for International Financial Architecture Reform.
• Promote scaling up sectors like digital services, green/blue economies, and creative economy.
• Support SMEs, entrepreneurship, and women-led businesses.
• Ambition: Scale up debt-for-development swaps, increase concessional finance.

Disaster Risk Reduction (DRR):

• Advance “whole-of-island” and ridge-to-reef approaches.
• Strengthen institutions for risk-informed planning and disaster resilience infrastructure.
• Use innovative financing like risk insurance.
• Ambition: Harmonize adaptation and DRR strategies in at least 25 SIDS by 2034.

Energy Transition:

• Promote renewable energy expansion (solar, wind, geothermal).
• Help SIDS achieve renewable energy targets & improve universal access.
• Ambition: Provide 6 million people across 24 SIDS with clean energy; assist 25 SIDS with RE targets.

Climate Action:

• Support NDC development, alignment with biodiversity goals, and climate finance access.
• Help operationalize the Loss and Damage Fund and high-integrity carbon markets.
• Ambition: Support at least 30 SIDS in integrating adaptation into national plans by 2030.

Nature Action:

• Accelerate GBF implementation, reverse biodiversity loss, and mainstream ecosystems into policies.
• Promote “whole-of-island” planning, including ridge-to-reef initiatives.
• Ambition: Scale-up NBSAPs, implement nature-based solutions, establish MPAs.

Blue Economy:

• Support blue economy strategies and sustainable ocean resource management.
• Ambition: 30 fully integrated blue economy strategies by 2030; $100M+ in blue economy grants by 2034.

Health and Wellness:

• Strengthen health systems resilient to pandemic/climate risks; address NCDs and mental health; end sexual violence.
• Ambition: Scale up Smart Health Facilities and tobacco-free SIDS by 2030.

Productive Populations:

• Develop adaptive social protection systems and skills trainings targeting youth/women.
• Advance blue/green economy jobs & youth empowerment.
• Ambition: Promote digital skills/entrepreneurship; reduce unemployment & underemployment.

Gender Equality:

• Address gender gaps in decision-making, resource access, and violence against women.
• Support women’s economic empowerment & leadership in climate/nature sectors.
• Ambition: Roll out UNDP Gender Equality Seal, support “Spotlight Initiative” on violence against women.

Means of Implementation:

• Enhance finance accessibility via INFFs, tax reforms, innovative bonds (e.g., BIOFIN), and blended finance.
• Strengthen digital infrastructure, data collection, and South-South partnerships.
• Ambition: Scale-up debt/finance reforms, climate finance access, and digital public infrastructure.
