报告摘要
- Cabo Verde faces significant climate vulnerabilities including heat events, droughts, and sea-level rise, projected to negatively impact GDP if unaddressed. However, adaptation and climate-resilient low-carbon development policies hold potential to not only enhance resilience but also stimulate net economic benefits.
- Key enablers for climate action include: establishing a new climate law, strengthening the legal framework for carbon markets, bolstering coordination among government agencies, reforming fiscal systems to redirect revenues toward climate goals, and strategically leveraging private finance through enhanced risk management frameworks and innovative financial instruments like sustainability-linked bonds.
- Recommended sectoral priorities include scaling renewable energy capacity (aiming for up to 54% RE penetration by 2030), advancing electric mobility (phasing internal combustion vehicles out by 2050), implementing integrated land and water management strategies, diversifying the tourism offer beyond sun-and-sea activities into eco-tourism and cultural tourism, and improving coastal flood defenses.
- Social dimensions require building adaptive capacities, strengthening social safety nets (including integrating climate considerations into the emergency cash transfer program), enhancing green skills development, and advancing gender-responsive policies to ensure inclusive climate resilience.
- Timely implementation of climate action is critical to mitigate economic losses, secure environmental integrity, and capture the dual benefits of enhanced resilience and inclusive growth, alongside leveraging Cabo Verde’s strategic geographic position to foster sustainable development.
