To accelerate gender equality and end poverty on a livable planet by 2030, the World Bank Group (WBG) has launched its 2024–2030 Gender Strategy. Gender equality remains a global imperative, hindered by slow progress, reversals, and worsening crises like climate change and conflicts, which disproportionately affect women, girls, and sexual and gender minorities. Progress in education, health, and legal rights has improved but remains uneven, reversing in some regions.
Why Gender Equality Matters and Strands
- Core value: Gender equality is essential for development, human rights, poverty reduction, and environmental sustainability. It boosts economic productivity, reduces poverty, and enhances societal cohesion.
- Key challenges: Gender-based violence (GBV), limited economic opportunities, unpaid care work, legal barriers (women have only 2/3 of men’s legal rights globally), and harmful social norms drive gender gaps.
- Drivers of change: The new strategy focuses on innovation, financing, and collective action. Innovations include behavioral insights and technology-enabled solutions; financing involves catalyzing public and private investment; collective action engages a broad range of stakeholders.
Strategic Objectives
Three bold objectives aim to accelerate gender equality:

End GBV and Elevate Human Capital
- Reduce incidence of GBV through legal reforms, services, and social marketing.
- Strengthen human capital by expanding health, education, and reducing child marriage.

Expand and Enable Economic Opportunities
- Enhance women’s participation in STEM, entrepreneurship, and inclusive supply chains.
- Address barriers through financial inclusion, land rights, and technical skills.

Engage Women as Leaders
- Increase women’s leadership in governance, business, and climate solutions.
- Use partnerships (e.g., WEConnect) to drive private sector equality.
Implementation Priorities
Using a country-led engagement model, WBG supports reforms through data and partnerships.
- Gear up for New Ambition: Expand gender expertise, use behavioral lenses in projects, and invest in evidence-based programs.
- Deploy Drivers of Change: Scale blended finance, support institutional reforms, and foster inclusive procurement policies.
- Strengthen Accountability: Integrate gender into CPFs, track results via sex-disaggregated indicators in the WBG Scorecard, and monitor outcomes throughout project cycles.
Globally, the WBG is mobilizing: through public financing guarantees (MIGA), sustainability-linked bonds (IFC), and gender-smart national policies. Behavior change is key to overcoming social norms. Challenges include funding gaps and backlash against gender policies, but partnerships (UN agencies, civil society) are building momentum for impact.
The strategy positions WBG as a leader in coordinated gender action, balancing global urgency with local tailoring to move toward equitable development.
