- Focus on vulnerable groups: The system must address the impacts on poor households, women, and marginalized communities.
- Capacity building: PMO and other stakeholders need to be trained in M&E methodologies, participatory techniques, and data analysis.
- Integration of data: Combining socio-economic and environmental data remains a challenge, requiring specialized tools and techniques.
