The European Banking Authority (EBA) is a specialized agency of the European Union established by Regulation (EC) No. 1093/2010 and came into operation on 1 January 2011 as part of the European System of Financial Supervision (ESFS). Its primary mission is to ensure consistent and effective prudential regulation and supervision across the EU banking sector, promoting financial stability and the orderly functioning of the banking system. The EBA is based in London but will relocate to Paris in 2019 following the UK's notification of its intention to leave the EU. It employs 169 staff from 27 EU Member States.
Main Objectives of the Contract
The EBA is seeking to conclude a contract for consultancy services aimed at:
- Developing a non-binding Handbook on valuation for resolution, including management information systems (MIS) to support data and information needs.
- Analyzing valuation practices and methodologies of secured non-performing exposures (NPEs) and collateral in the context of going-concern situations.
The contract has three main objectives:
- Provide a practical tool for resolution authorities, supporting the valuation processes under Article 36 and Article 74 of the Bank Recovery and Resolution Directive (BRRD). This will help in enhancing the convergence of resolution practices, promoting best practices, and improving the resilience of the EU banking sector.
- Conduct a stock-take of valuation practices for secured NPEs and collateral, assessing best market practices to support the EBA's efforts in reducing and preventing the build-up of NPEs in the financial sector.
- Provide specialized training to EBA staff and relevant competent authorities and resolution authorities on valuation matters, ensuring awareness of best practices and facilitating the dissemination of key messages.
Scope of Work
The consultancy project includes three main tasks:
- Review and development of the Handbook on valuation for resolution: The EBA will review, revise, and provide input for the Handbook, benchmarking its content against common market valuation and financial due diligence practices.
- Stock-take of valuation practices for secured NPEs and collateral: The consultancy will analyze current valuation methodologies and assess best practices to support the EBA’s work on NPE management.
- Specialized training: The consultancy will deliver training sessions to EBA staff and relevant authorities, focusing on valuation practices related to prudential and resolution regulation.
Negotiated Procurement Procedure
