Revenue Calculation

The EU subsidy forms the base for total revenue.
NCA contributions are calculated using a 40:60 ratio (EU: EFTA), with the EU part being multiplied by 10/352 to reflect the voting weights.
Pension contributions are also split 352:10 between EU and EFTA NCAs.
The total revenue is derived from the sum of the EU subsidy, NCA contributions (general and pension), and EFTA NCA contributions.

Expenditure 2018

Total Expenditure: EUR 39,875,000, a 3% increase from the 2017 budget (EUR 38,755,000).
Staff Costs: EUR 26,874,000 (up 2%).
Administrative Costs: EUR 5,761,000 (down 3%).
Operational Costs: EUR 7,240,000 (up 13%).

Establishment Plan 2018

Total Temporary Agent Positions: 145, in line with the MFF 2014-2020.
Staffing Breakdown:
- AD (Administrative and Direction): 134 posts (up 7%).
- AST (Administrative and Support Technician): 11 posts (up 22%).
- Total Establishment Plan Posts: 145 (up 8%).
- Contract Agents: 42 posts (up 27%).
- Seconded National Experts: 16 posts (down 6%).
- Total Staffing: 203 posts (up 10%).

Key Information

The EFTA subsidy was not received in 2017 and is not included in the 2018 budget, as the EBA was not legally enabled to claim it.
The Commission Draft Budget 2018 included a pro memorium entry for EFTA states' subsidy, but it was not incorporated into the EEA agreement for the ESAs.
