Agenda Item 7: Update on Regulatory Developments
i. EBA Chairperson's Update

- Stress Test Timing: The 2014 EU-wide stress test will be delayed until after AQRs are completed.
- Disclosure: EBA will provide EU banking sector exposure data in the second half of 2013 for transparency.
- ESFS Review: EBA will raise concerns regarding Art 9(5), Art 18 and Art 1(2) of the EBA Regulation.
ii. 2014 Work Programme
- The EBA's 2014 work includes:
- CRD IV/CRR package (48 RTS, 23 ITS, 7 Guidelines, 9 Reports, 5 Opinions, 2 Notifications)
- RRD-related tasks (23 BTS, 5 Reports, 4 Framework Agreements)
- EBA will focus on:
- Risk assessment and SREP guidelines
- Business models of banks
- Consumer protection and financial innovation
- Liquidity coverage ratio (LCR) and net stable funding ratio (NSFR)
- SME and trade financing (TF)
- BSG was asked to prioritise its work and suggest topics for Technical Working Groups.
iii. EBA's Regulatory and Oversight Work
- LEI Recommendation (EBA CP 2013 42):
- The EBA is developing a recommendation on Legal Entity Identifiers (LEIs) based on FSB and G20 initiatives.
- The EBA seeks BSG opinion by 28 November 2013.
- Consumer Protection:
- The EBA is involved in consumer protection, especially regarding mortgages, personal loans, and payment services.
- BSG members requested translation of the consumer section on the EBA website into other languages.
- BSG members were reminded to submit input on consumer trends by 01 November 2013.
- Liquidity Measures:
- The EBA presented impact assessment reports on liquidity measures under Article 509(1) and (3) of the CRR.
- Key findings:
- Credit quality significantly affects liquidity.
- Sovereign bonds are more liquid than other public sector debt.
- Covered bonds show better liquidity due to regulatory features.
- ABS and RMBS are the most liquid sub-classes.
- No reliable metrics for equity liquidity.
- No data on credit claims suggests they should not be classified as liquidity assets.
- The EBA will report to the Commission on the LCR's impact by 31 December 2013, with final reports due in November and December.
Agenda Item 8: BSG Working Groups
- The BSG was encouraged to establish Technical Working Groups.
- Suggestions included:
- Recovery and Resolution
- Asset Quality Review and Risk Weighted Assets
- Governance and Controls
- Stress Testing, Systemic Issues, Leverage Ratio
- Some members preferred consumer protection as a general theme rather than a dedicated group.
- The BSG may form Standing or Ad Hoc groups based on specific initiatives.
- EBA Staff will circulate an overview of the EBA's working group structure.
