报告摘要
Lebanon Poverty and Equity Assessment 2024 Summary
Key Findings
-
Poverty and Inequality: Poverty in Lebanon tripled from 11% in 2012 to 44% in 2022. The depth and severity of poverty increased significantly, especially in Akkar, North Lebanon, and parts with high agricultural activities. Income inequality rose, with the Gini index climbing from 0.317 to 0.61.
-
Labor Market: The crisis disproportionately affected Lebanese labor outcomes, with reduced employment and increased informality. Non-Lebanese faced even worse conditions, with high unemployment (up to 21%) and limited job opportunities.
-
Consumption Patterns: Households cut back on essential foods but relied more on cheaper options. Food insecurity rose; nearly 32% of poor households are food-insecure, with the Syrian community worst affected.
-
Social Challenges: Access to electricity, healthcare, education, and transportation is limited for the poor. Coping strategies included drawing on savings, borrowing, and reducing expenditures, but these were insufficient amid triple-digit inflation.
Recommendations
- Undertake comprehensive macro-fiscal reforms to stabilize the economy and protect vulnerable households.
- Invest in human capital, increase access to affordable healthcare and education, and improve public transportation availability and affordability.
- Enhance social safety nets by targeting social assistance programs better and expanding coverage.
- Promote formal employment through regulatory reforms, financial support, and better labor market information.
- Improve data collection to enable effective policy monitoring and delivery, especially ensuring nationwide coverage.
This report underscores the urgent need for inclusive economic policies to address the crisis's deepening socio-economic challenges.
