Context and Rationale

Context

• Disaster Trends: The past two decades have seen a sharp rise in recorded disasters, and persons with disabilities face disproportionate impacts due to attitudinal, environmental, and institutional barriers.
• Disparity in Vulnerability: 80% of persons with disabilities live in the Global South and are among the poorest; their mortality rate in disasters is often two to four times higher than others.
• Sendai Framework: Recognizes disability inclusion as a key principle, aligning with the 2030 Agenda for Sustainable Development and the SDGs.

Rationale

• UNDP is committed to disability inclusion through its Strategic Plan 2022-2025 and operationalizes this via a human rights-based approach.
• The twin-track approach combines mainstreaming disability inclusion across all initiatives with targeted interventions for specific needs.

Six Features of Effective Disability-Inclusive Initiatives

1. A Rights-Based Approach

   • Positions persons with disabilities as rights-holders and equal stakeholders.
   • Requires removing discriminatory barriers (attitudinal, environmental, institutional).

2. A Twin-Track Approach

   • Track 1: Mainstream Approach: Integrates disability inclusion into policies and programs for universal benefits.
   • Track 2: Targeted Approach: Direct support and tailored interventions for specific needs, including assistive technology and specialized services.

3. Meaningful Participation and Leadership of Persons with Disabilities

   • Ensures involvement of persons with disabilities in decision-making, advisory roles, and program implementation for community resilience.

4. Equal Partnerships with Organizations of Persons with Disabilities (OPDs)

   • Prioritizes collaborating with OPDs, which are "of" rather than "for" persons with disabilities, and supports long-term partnerships.

5. Quality Disaggregated Data

   • Uses standardized tools (e.g., Washington Group Short Set) to collect disability-disaggregated data for evidence-based planning.

6. Innovation, Technology and Digital Solutions

   • Leverages assistive technologies, accessible communication channels, and digital tools for effective early warnings and evacuation.

Measuring Impact

  • Clear indicators, robust data collection, participatory monitoring, and periodic evaluation.
  • Disaggregation of data by sex, disability, etc., to address intersectional barriers.
