Summary of "Linking Trade to Jobs, Incomes, and Activities: New Stylized Facts for Low- and Middle-Income Countries"
This paper examines the relationships between trade and key economic outcomes—employment, labor incomes, and job activities—across low- and middle-income countries (LMICs) from 1995 to 2018. Using instrumental variables regressions and detailed input-output data, the study provides stylized facts on how trade affects labor markets.
Key Findings:
- Trade Elasticities: Trade expansion, particularly of intermediates, is strongly linked to job and income growth, with income effects being stronger than employment effects. For example, a 10% increase in exports boosts employment by 3.1% and labor incomes by 3.9% on average in high-and-middle-income countries (HIMICs).
- Sectoral Differences: Manufacturing, especially high-medium tech sectors like electronics and machinery, drives the most job and income creation. In LMICs, manufacturing exports create more jobs than agriculture or mining, but elasticities are weaker due to informal labor markets and structural factors.
- GVC Upgrading: Countries engaged in advanced manufacturing and services GVCs experience higher job and income gains. As countries develop, exports increasingly involve non-production activities (e.g., support, engineering, management), reflecting economic upgrading. For instance, China reduced its reliance on low-skilled production in exports from 70% in 2000 to 50% by 2018.
- Policy Role: Policies are crucial for maximizing trade benefits. This includes education to build human capital, labor market flexibility to facilitate worker reallocation, trade liberalization (e.g., reducing tariffs and NTMs), foreign direct investment to boost local demand, and strong institutions to support high-quality jobs.
The study highlights that while trade creates opportunities for better jobs, gains are unevenly distributed, emphasizing the need for tailored policies to enhance job creation and mitigate adjustment costs.
