2017 MIGA Annual Report Summary
Core Mission and Goals
MIGA's mission is to end extreme poverty and boost shared prosperity by promoting foreign direct investment into developing countries. This is achieved through political risk insurance and credit enhancement guarantees to attract private sector investment.
World Bank Group Overview

Key Projects and Initiatives
- Turkey: A MIGA guarantee helped separate project and sovereign risk, enabling a €288 million corporate bond to finance a new hospital in Elazig. This bond received a Baa2 rating, surpassing Turkey's sovereign rating. The bond was also certified as "green and social."
- Ghana: MIGA and IFC supported the Sankofa Gas Project with $517 million in debt and guarantees. This project will provide 1,000 megawatts of power, displacing oil-fired generation with a cleaner alternative.
- Jordan: A 485-megawatt gas-fired power plant was supported by MIGA and IFC, increasing Jordan's power generation capacity while reducing environmental impact. MIGA provided a $215.6 million guarantee and IFC invested $75 million.
Development Effectiveness Indicator System (DEIS)
MIGA implemented the DEIS to monitor the development impact of its projects. The system measures:
- Total project financing
- Direct employment
- Taxes paid
- Value of locally procured goods
- Sector-specific indicators
The $4.8 billion issuance in FY17 is expected to support $16 billion in public and private co-investment.
Governance and Accountability
- MIGA is governed by a Council of Governors and a Board of Directors, representing 181 member countries.
- The Independent Evaluation Group (IEG) evaluates MIGA's strategies and projects to improve development results.
- The Compliance Advisor Ombudsman (CAO) serves as an independent accountability mechanism, responding to complaints and enhancing social and environmental outcomes.
