The Growth and Transformation Plan (GTP) is a five-year strategic framework (2010/11–2014/15) aimed at accelerating and sustaining Ethiopia's economic development to achieve its long-term vision of becoming a middle-income country and ending poverty by 2015. - Promote commercialization and intensification of agricultural production.
- Enhance water resource utilization through small-scale and medium/large-scale irrigation.
- Encourage the production of high-value crops and support large-scale commercial agriculture.

- Encourage both export-oriented and import-substituting industries.

Promoting Women and Youth Empowerment and Equitable Benefits
- Scale up efforts to implement women and youth policies.
- Enhance socioeconomic and political participation of women and youth.
- Focus on changing cultural attitudes and increasing women's roles in public life.
Growth Scenarios
Two growth scenarios are outlined for the GTP period:

- Targeted average real GDP growth of 11.2%.
- Agriculture is expected to grow at 8.1%, industry at 20.0%, and services at 11.0%.
- Domestic savings are projected to increase from 9.4% of GDP to 15.0%.

High Case Scenario (MDGs Plus):
- Aims for higher growth trajectory through increased productivity and commercialization.
- Agricultural value added is expected to double.
- Exports are projected to grow at 28.4% annually, while imports will rise to 45.7% of GDP.
- The resource balance is expected to improve from -16.8% to -12.5%.
