Qualitative Research Toolkit Analysis: Enhancing Digital G2P Payment Systems
Introduction
This toolkit provides a comprehensive guide for designing, implementing, and analyzing qualitative research on digital Government-to-Person (G2P) payments. Its aim is to improve recipient experiences, address barriers, and enhance policy decisions through recipient-centric approaches. The World Bank, in collaboration with experts like CGAP, ID research specialists, and FHI 360, has developed this framework to ensure digital G2P payments align with user needs and developmental goals.
Phase I: Research Design
This phase focuses on defining research questions, selecting samples, and choosing methods. It includes exploratory research (understanding new behaviors) and evaluative studies (assessing existing implementations). Methods like intercept interviews, in-depth conversations, focus groups, service safaris, and key informant interviews are used to capture unique recipient experiences, though quantitative methods may complement this phase based on context.
Phase II: Fieldwork
This phase involves practical implementation, including team training, ethical considerations, and data collection. It includes pilot testing, fieldwork planning, and diverse recording techniques like audio/video logs, transcripts, and journey maps. Ethical frameworks prioritize inclusivity, transparency, and user protection.
Phase III: Data Management and Analysis
Here, data is organized into transcription/translation processes, coded, and insights extracted. Gender, exclusion, and diversity lenses highlight key issues. Tools like personas and journey maps visualize user experiences (e.g., reliance on mobile accounts), enabling design adjustments for resilience and inclusion.
Phase IV: Findings Report
This phase synthesizes key insights through visuals like personas and maps, ensuring actionable recommendations for policy and design. It emphasizes scientific communication aligned with best practices and cross-agency collaborations.
Annexes
Included templates and instruments for interviews (structured and semi-structured) empower researchers to employ various qualitative methods. Overall, the toolkit ensures that qualitative insights drive equitable and effective G2P payment policies.
