报告摘要
Summary
This analysis examines Sierra Leone's legal and policy reforms to enhance financial inclusion and gender equality for female entrepreneurs and women.
The government enacted several key laws, including the 2021 Directives ensuring non-discriminatory access to financial services, the 2022 Gender Equality and Women's Empowerment (GEWE) Act, the 2022-2026 National Strategy for Financial Inclusion (NSFI), and the 2023 Employment Act.
These reforms were driven by top-down initiatives, such as gender champions in government (e.g., President Koroma's focus on women's empowerment, former Minister Tarawalli's strategic advocacy), strong political will, and data/instructions from international partners like the World Bank and UNCDF.
Crucially, bottom-up efforts by civil society organizations (CSOs), facilitated grassroots consultation, amplified women's voices, and built broad support. The GEWE Yellow Ribbon Campaign and advocacy from groups like the Campaign for Good Governance were pivotal in overcoming parliamentary resistance.
Outcomes include increased female representation and progress in legal frameworks for women's economic participation. Challenges remain in effective implementation, addressing financial barriers for marginalized groups, reducing excessive collateral requirements, and ensuring comprehensive reforms translate to equitable outcomes.
Sierra Leone's experience demonstrates how combining institutional commitment with community mobilization can advance gender equality. These lessons offer a roadmap for regional economies seeking similar reforms.
