Summary of Expert Group Terms of Reference

Background

The United Nations convened the Commission on Health Employment and Economic Growth to support the creation of health sector employment opportunities for sustainable and inclusive economic growth. It aims to propose actions to generate approximately 40 million new jobs in health and social sectors by 2030, addressing a projected 18 million health worker shortage mainly in low-and lower-middle-income countries. The Commission's goal includes contributing to global inclusive economic growth, decent jobs, universal health coverage, and complementing international development efforts. An Expert Group provides guidance, comprising technical experts from disciplines like economics, education, health, human rights, and labor, with two co-chairs in health and economics.

Scope of Work

The Expert Group supports the Commission by analyzing ten key tasks:

• Determine conditions for investment in health and social sector employment to foster inclusive economic growth, and estimate economic costs of inaction.
• Identify obstacles to health human resources capacity for achieving SDGs and Universal Health Coverage, based on demand and production assessments.
• Analyze global and regional imbalances in health worker distribution and assess disparities between needs and availability, considering regional health challenges.
• Study effects of international mobility, such as movement of qualified staff, and recommend innovative alternatives.
• Advise on revising education and training models and developing skills for health workers, particularly in poor countries and rural areas, aligning with health priorities.
• Identify funding sources, including innovative financing, and strategies for maximizing return on investment by 2030.
• Recommend institutional reforms, such as combating corruption and improving governance mechanisms.
• Propose multisectoral responses involving economic and social sectors beyond health.
• Generate political commitment from governments and partners for implementing Commission recommendations.

Timeframe and Modalities

The Expert Group's work must be completed by September 2016 for the Commission's report submission. Members will serve virtually, meeting at least monthly, with at least two face-to-face meetings scheduled in February and April 2016. The group reviews and synthesizes technical evidence from commissioned papers and presents actionable recommendations to the Commission.
