IEO Progress Report Summary (October 9, 2013)
Core Content
This document is a progress report from the Independent Evaluation Office (IEO) of the International Monetary Fund (IMF) to the International Monetary and Financial Committee (IMF). It outlines the IEO's activities since April 2013, focusing on ongoing evaluations, follow-up on previous assessments, and revisiting past evaluations to ensure their relevance and impact.
Ongoing Evaluations
The IEO is currently conducting five evaluations, each with distinct objectives:
-
"An Assessment of IMF Self-Evaluation Systems": Reviews the mechanisms used by the Executive Board, Management, and staff to learn from experience. The goal is to improve transparency and effectiveness of internal evaluation processes.
-
"IMF Forecasts: Process, Quality, and Country Perspectives": Aims to increase external understanding of the IMF's forecasting process and identify opportunities for enhancement.
-
"Statistics at the IMF: Opportunities and Challenges": Evaluates the IMF's data collection, management, and statistical practices, with a focus on improving the quality and accessibility of data.
-
"The IMF Response to the Global Financial Crisis": Assesses the IMF's role and performance since September 2008, including its coordination efforts, macroeconomic and financial sector advice, early warning mechanisms, lending capacity, and support for Central and Eastern European countries.
-
"Recurring Issues from a Decade of Evaluation: Lessons for the IMF": A new evaluation addressing the concern that broader lessons from IEO assessments are not being adequately retained. A draft issues paper is available for public comment.
Follow-up on Previous Evaluations
-
On June 6, 2013, the Executive Board approved the Management Implementation Plan for the IEO evaluation of The Role of the IMF as Trusted Advisor.
-
On March 29, 2013, the Executive Board reviewed the second external evaluation of the IEO, which praised the IEO's contributions to enhancing the IMF's effectiveness, learning culture, external credibility, and accountability. The report also emphasized the need for improved follow-up mechanisms, and IMF Management and staff are developing an implementation plan based on its recommendations.
Revisiting Past Evaluations
The IEO has revisited two evaluations from a decade ago, both of which highlighted the need for improved fiscal adjustment and program engagement:
-
Evaluation of Prolonged Use of IMF Resources and Fiscal Adjustment in IMF-Supported Programs: The IEO found substantial progress in addressing the issues raised, but emphasized that the main conclusions and recommendations remain relevant. It noted that longer-term program engagement is currently limited to a small group of low-income countries with long-term macroeconomic challenges. The review suggests that the IMF should reconsider the conditions and modalities for such engagement and explore program arrangements within a longer-term framework.
-
Fiscal Multipliers and Structural Reforms: The IEO highlighted the need to strengthen the IMF's analysis of the relationship between the economic and policy environment, the pace and magnitude of fiscal adjustment, and private sector responses in the context of IMF-supported programs.
Additional Reviews
The IEO is also preparing two more reviews:
-
One will revisit two evaluations on low-income countries: The IMF's Role in Poverty Reduction Strategy Papers and the Poverty Reduction and Growth Facility and The IMF and Aid to Sub-Saharan Africa. The goal is to assess the continued relevance and effectiveness of these evaluations.
-
The other will review the evaluation of IMF Technical Assistance, aiming to evaluate the impact and efficiency of technical assistance programs.
