DIVERSITY, EQUITY, and INCLUSION in STATE GOVERNMENT WORKFORCE
A survey by Accenture and NASCA in 2020-2021 involved 32 state Chief Administrative Officers (CAOs), providing insights on progress and challenges in workforce diversity, equity, and inclusion (DEI).
Key findings reveal that most states actively examine DEI policies. Approximately 66% of states assessed pay equity, while similar rates were seen for promotion and representation; other areas showed lower assessments. Nearly all CAOs (66%) reported developing a DEI strategy.
CAOs are largely uncertain about the impact of remote work on inclusive workplace culture, with 63% unsure. Perceived inequities in remote work were noted by 34% of respondents, often tied to essential workers needing on-site presence. To address these, strategies included listening to concerns, dispelling myths, and basing decisions on job functions.
Challenges highlighted include staff lacking self-awareness of biases, homogeneous senior management teams, and insufficient data for identifying opportunities. Recommendations emphasize examining state policies and practices, setting clear objectives, improving communication, and measuring progress to embed DEI into all initiatives.
