2024 Voluntary National Reviews Through the Lens of Peaceful, Just and Strong Institutions

1. Introduction

The Voluntary National Reviews (VNRs) examine the integration of SDG 16 (Peace, Just and Strong Institutions) into national policies, strategies, and reporting. This report highlights progress, identifies challenges, and emphasizes the importance of effective institutions for sustainable development. The analysis focuses on coverage, interlinkages, monitoring, and reporting frameworks for SDG 16 across 36 VNRs from 2024.

2. SDG 16 Priorities from 2016 to 2023

• Key Areas of Progress: Violence reduction (16.1), child protection (16.2), anti-corruption efforts (16.5), and strengthening effective institutions (16.6).

3. Integration of the SDGs in National Plans and Strategies

• Most VNR countries have integrated SDGs into national frameworks. However, there is a disconnect between stated commitments and actual financing for SDG 16-aligned strategies.
• Examples:
  • Colombia: Adopted a federal SDG coordination strategy.
  • Georgia: Integrated SDGs into vision and policy frameworks.
  • Oman: Created a high-level National Committee for SDG follow-up.
  • Samoa: Integrated SDGs into the "Fifteenth Pathway for the Development of Samoa."

4. SDG 16 Coverage in the Report

• Overall Coverage has increased significantly since 2016, with 100% of countries now reporting on Target 16.1 (Violence) and substantial progress on other targets.
• Key Priorities: Inclusion (multi-stakeholder participation), Localization (VLR implementation), Interlinkages with other SDGs, Transparency and Anti-Corruptions.

5. Interlinkages between SDG 16 and Other Sustainable Development Goals

• SDG 16 is recognized as foundational for achieving other SDGs (e.g., Climate Action, Gender Equality). Countries increasingly emphasize the synergies between SDG 16 and other goals through legislative and policy alignment.
• Examples:
  • Brazil: Linked SDG 16 principles to economic and environmental strategies.
  • Costa Rica: Identified legislative linkages across multiple SDGs.
  • Spain: Positioned human rights (SDG 16) at the heart of its 2030 Agenda implementation.

6. SDG 16 Data Monitoring and Reporting

• Countries are advancing SDG 16 monitoring through expanded indicator sets, digital tools, and citizen-generated data.
• Challenges persist in data collection, particularly for fragile states due to lack of disaggregated data.

• Africa: 14 countries
• Asia-Pacific: 9 countries
• Latin America and the Caribbean: 8 countries
• Eastern Europe: 3 countries
• Western Europe and Other States: 2 countries

Global Governance: 81% of VNRs included dedicated sections on SDG 16.
