PIP Framework Advisory Group Meeting Summary - 19-22 April 2016, Geneva

Key Personnel Change

Discussion Points

PIVI Proposal: Reviewed proposal for seasonal influenza vaccine sharing post-GAP sunset and during pandemic preparedness. Clarifications needed before further AG review, recommended for inclusion in the October 2016 meeting.
GAP (Global Action Plan for Influenza Vaccines):

- Welcomed progress but raised concerns about:
  - Slow, unconstructive engagement from some manufacturers (notably due to unfamiliarity with PIP and UN procurement).
  - Need for encouragement to prequalify existing products.
  - Benefit sharing commitments from 3 manufacturers being considered.
- Suggested the Secretariat implement a "stepwise approach" for recalcitrant companies (agreed list) regarding SMTA2s.
- Recommended working with prequalification teams to speed up prequalification and collaborate with NRAs.
- 37 agreements signed with research institutions, 12 offering specific benefits (laboratory capacity building).
Benefit Sharing and Genetic Sequence Data (GSD):
- Recommended initial phase characteristics for handling IVPP GSD under PIP, balancing data access with benefit sharing.
- Emphasized maintaining equal treatment between physical and digital material sharing.
- Recommended developing Standard Operating Procedures based on TWG guidance.
- Recommended continuing collaboration with WDCM for a pilot 'end-product search engine'.
Virus Sharing:
- Recent data showed a decline in IVPP virus sharing compared to earlier PIP Framework adoption.
- Possible reasons included misunderstanding of GSD replacing virus sharing, ambiguity of "as feasible," export delays, and unclear responsibilities.
- Recommended Secretariat investigate the causes and provide a detailed update at the next meeting.
- Recommended developing operational guidance, clarifying "as feasible," and engaging country offices for export assistance.

Recommendations to Director-General

GAP Transition: Involve the GAP AG Chair in next PIP AG meeting to explore PIP supporting GAP tasks.
Communications: Strengthen Secretariat communication with countries and stakeholders; use regional meetings and broader targeting.
SMTA2s: Conclude agreements as planned; start stepwise approach with identified problematic companies; improve prequalification awareness.

Virus Sharing: Prepare detailed report on declining sharing trend at next meeting; develop relevant operational guidance.

Other Updates

PC Collection: Acknowledged challenges (cash flow timing, industry issues). Recommended exploring advance funding mechanisms and simplifying collection. Outstanding contributions noted.
PC Implementation: Progress acknowledged; recommended ensuring synergy with IHR/GHSA.
PC Next Steps: Recommended extending key implementation decisions (EB 131/4, D-G's 2013-16 plan) to Dec 2017 to bridge review and future planning.
