Senegal has conducted a Renewable Readiness Assessment (RRA) through international cooperation with IRENA as part of the country’s commitment to increasing renewable energy deployment. The RRA identified three key solar potential areas across the nation with specific potentials.
Regarding on-grid electricity, Senegal has significant potential for solar, wind, biomass, and hydro power. Solar PV projects, driven by incentives and a new module assembly plant, have reached a capacity of 25 MW. However, feed-in tariffs must be established to support renewable integration. Decree No. 2011-2013 sets conditions for grid integration and electricity purchase, but implementation requires funding and capacity building.
For off-grid applications, rural electrification programs are being facilitated by ASER through tendering for decentralized projects. Business models such as payment at the village level were identified as successful. However, improving the operation and maintenance of renewable devices remains a priority.
In the biofuels sector, Senegal has established a National Biofuels Strategy and relevant legislation, but challenges include land tenure issues, limited market demand, small production volumes, and barriers to private financing. These factors need to be addressed to improve production efficiency and market blend.
The RRA recommends actions including: establishing regulatory procedures for micro-electricity producers (ERILs); finalizing implementing decrees for renewable laws; updating grid integration policies for renewable sources; improving private sector participation in biofuel production; creating practical standards for quality testing; streamlining O&M institution support; and mapping renewable resources thoroughly. These actions will help Senegal increase renewable energy deployment.
