The data is collected from 2016 to 2017, with some trend data included.
The index provides a snapshot, not a trajectory, and will be updated annually for a more robust picture.

Data Sources: Government databases, third-party reports, private vendors, NGOs, and qualitative expert analysis.
Scoring: Each metric is scored between 1 and 5, with an average score across all metrics forming the final index score.
