2023 Breakthrough Agenda Report Summary

The 2023 Breakthrough Agenda Report is a joint initiative of the International Energy Agency (IEA), the International Renewable Energy Agency (IRENA), and the UN Climate Change High-Level Champions (HLCs). It evaluates progress on international collaboration across seven key sectors: power, hydrogen, road transport, steel, buildings, cement, and agriculture, with the aim of accelerating the global transition to clean energy and sustainable solutions.
The Breakthrough Agenda was launched at COP 26 by 45 world leaders and focuses on making clean technologies more affordable, accessible, and attractive than their alternatives by 2030, in order to support the global effort to achieve net zero emissions by 2050. This report is the second in an annual series, and it includes new sectors – buildings and cement – bringing the Agenda to cover over 60% of global greenhouse gas (GHG) emissions.

Main Findings
- Global progress on low-carbon transitions is accelerating, with record deployment of solar PV, electric cars, and heat pumps.
- However, emissions are still increasing, and current commitments do not align with the temperature goals set by the Paris Agreement.
- International collaboration is not yet sufficient, especially in developing countries, where clean technology investment is underrepresented.
