The International Monetary Fund (IMF) conducted a review in April 2022 to assess the adequacy of the Poverty Reduction and Growth Trust (PRGT) finances. The PRGT is a key IMF vehicle for providing concessional loans to low-income countries (LICs), particularly in response to the COVID-19 pandemic and other crises. This review came after comprehensive reforms in July 2021 that aligned the PRGT's lending limits with the General Resources Account (GRA), eliminating hard caps for the poorest members.

Demand for PRGT lending remained high in 2021, with commitments at SDR 6 billion, slightly below the 2020 peak. The funding strategy for the first stage (2020-24) aimed to raise SDR 12.6 billion in loan resources and SDR 2.8 billion in subsidy resources. As of March 2022, progress was encouraging but incomplete, with SDR 7.3 billion pledged for loans and only about SDR 0.5 billion for subsidies, highlighting a need to accelerate subsidy contributions. The reforms included a two-stage funding strategy, with the second stage scheduled for 2024/25, focusing on scaling up the PRGT's self-sustained lending capacity.

The review emphasized that high demand for concessional financing, driven by economic fallout from the pandemic and geopolitical events like the war in Ukraine, necessitates robust financial resources. The PRGT's credit outstanding surged due to pandemic-related lending, raising concerns about reserve coverage, though projections indicate reserves will strengthen in the post-pandemic period. Contingency measures, including additional fundraising and internal resource utilization, remain under discussion to ensure long-term sustainability.

Additionally, the Catastrophe Containment and Relief Trust (CCRT), which provides emergency grants, remains underfunded. The IMF continues fundraising for CCRT and HIPC initiatives to support LICs facing debt distress. The review underscores the importance of timely bilateral contributions and coordination among members to meet funding targets and maintain the PRGT and CCRT's effectiveness in supporting LICs' recovery and resilience.
