报告摘要
Sierra Leone's Education Sector EdTech Readiness Summary
Sierra Leone's education sector is assessed as having low readiness for educational technology (EdTech) integration, based on the EdTech Readiness Index (ETRI) 2022. Key findings and recommendations are summarized below:
I. Summary of Findings
-
Policy and Strategy Development
- Dejure policies (formal frameworks) exist for some EdTech areas (e.g., Digital Education Resources) but are absent for Teachers, Students, and Devices.
- Stakeholders (teachers, school leaders) lack understanding and implementation of available policies.
- Minimal technology use in schools due to lack of resources, support, and infrastructure.
-
EdTech Pillars Assessment
Pillar Status Key Issues School Management Better performing pillar. Limited guidance on integrating ICT; policy awareness is moderate Teachers Severe readiness gaps. No digital competency frameworks; limited training and confidence in IT Students Minimal access and skills. No policies on digital competencies; no ICT integration in curriculum Devices Very Limited Availability. Only 3% of schools have functional devices; inadequate access Connectivity Basic policies exist; infrastructure gaps. Internet connectivity and electricity shortages hinder digital use Digital Resources Better policy pillar (for existence & framework). Low implementation due to lack of access and inadequate quality -
Main Challenges
- Policies: Lack of clear guidelines on teacher training, student competencies, device access, and connectivity affordability.
- Infrastructure: Few schools and students have access to functional devices and stable internet.
- Skills & Training: Insufficient professional development for teachers and inadequate technical support at schools.
- Student Engagement: Widespread lack of digital literacy among students and limited use of EdTech for learning.
II. Recommendations
- Safeguard sustainable funding for EdTech initiatives with dedicated budget lines and public–private partnerships.
- Develop foundational policies for Teachers, Students, Connectivity, and Devices; improve communication to bridge policy–practice gaps.
- Enhance capacity building through targeted training for teachers on digital pedagogies and IT skills.
- Improve digital infrastructure: Expand connectivity, procurement models for affordable devices, and local repair capabilities.
- Promote quality resources and equitable access to EdTech tools; align resources with curriculum and local context.
III. Conclusion
Sierra Leone faces significant hurdles in integrating EdTech into its education system, including inconsistent policies, insufficient funding and infrastructure, and a skills gap among teaching staff. While positive steps like the GIGA Initiative and Learning Passport platform offer hope, the need for systemic reform and stakeholder coordination is critical to harness technology for improving education outcomes.
