The IMF's surveillance framework now includes IP when it is deemed macro-critical or has potential cross-border spillovers, applying the same standard as fiscal, monetary, and financial policies.
Key considerations for assessing IP include justification (identifying market failures), design (choosing targeted, cost-effective tools), cost-benefit analysis, and implementation (ensuring transparency and consistency with fiscal sustainability). Trade-related IP measures, green IP, and special economic zones (SEZs) are particularly scrutinized. IP driven by national security objectives is assessed for economic implications but not for policy alternatives.
Recent case studies show varying outcomes: China's focus on homegrown innovation has raised concerns about domestic distortions; the Euro Area's green initiatives face compatibility questions under WTO rules; Indonesia and Saudi Arabia have implemented industrial policies with mixed results. The U.S. has introduced measures like the Inflation Reduction Act and CHIPS Act to boost domestic industries, but these face criticism for inefficiency and potential trade friction.
The IMF emphasizes that industrial policy should be temporary, transparent, and subject to rigorous review. Collaboration with external partners like OECD and UNCTAD is essential to improve data sharing and analytical capacity. Future work will focus on building comprehensive IP databases, developing refined analytical tools, and enhancing peer learning through workshops to support evidence-based policy coordination.
