Water Data Revolution: Closing the data gap for transboundary water in Africa
Africa faces significant challenges in managing transboundary water resources due to insufficient data coverage, incomplete historical records, high data collection costs, and barriers to cross-border cooperation. The World Bank's Water Data Revolution (WDR) program, part of the CIWA initiative, aims to address these gaps by leveraging remote sensing (RS) data and enhancing institutional capacity for data-driven decision-making. The program emphasizes the integration of RS technologies with in-situ data to improve water resource management across 63 transboundary river basins, where 90% of Africa’s water is located.
The WDR program is structured around three interconnected pillars:
- Pillar A: Assessing the current status of end-users and identifying data needs. This involved surveys and interviews with 15 River Basin Organizations (RBOs) and 3 Regional Organizations (ROs), revealing that many RBOs lack technical capacity and financial resources for data collection. Key priorities included training on RS tools, water accounting, and flood/drought monitoring.
- Pillar B: Conducting inception workshops and capacity-building initiatives. Online training sessions focused on RS data acquisition, management, and analysis, emphasizing open-access tools like Google Earth Engine and the World Bank’s geospatial platform. These efforts improved RBOs’ ability to use RS for water allocation, monitoring, and planning, with 93% of participants reporting enhanced knowledge and 67% finding the WA+ tool highly valuable.
- Pillar C: Developing customized Water Accounting (WA) dashboards for selected basins. Three RBOs—Volta Basin Authority (VBA), Incomati and Maputo Watercourse Commission (INMACOM), and Zambezi Watercourse Commission (ZAMCOM)—were prioritized based on their data needs and potential for collaboration. The WA dashboards, built using Tableau and RS data, provide multi-year water balance analyses, visualizations, and climate impact projections, enabling equitable decision-making.
Key outcomes include:
- Data Accessibility: Public-domain RS data and open platforms reduce financial barriers, ensuring transparency and cross-border cooperation.
- Capacity Building: Workshops trained RBO staff on advanced analytical tools, fostering technical expertise and data ownership. The "train-the-trainer" approach ensures long-term sustainability.
- Water Accounting Tools: WA+ methodology, combining satellite-derived data with hydrological models, provides scalable and cost-effective solutions for assessing water availability, usage, and sustainability. The dashboards, accessible via links, support real-time monitoring and policy planning.
Challenges remain, such as data quality limitations from open sources and mismatches between RBO member countries’ needs and services provided. Future efforts should focus on tailoring solutions to regional disparities, enhancing data validation processes, and expanding to more RBOs. The WDR project underscores the importance of collaborative frameworks, standardized data sharing, and innovative technologies in achieving sustainable transboundary water management. By bridging the data gap, the initiative aims to strengthen African countries’ resilience, promote equitable resource distribution, and align with SDG targets for economic and environmental sustainability.
