Somalia faces widespread poverty and conflict, with limited progress in institution building. Poverty rates remain high at 55%, stemming from inadequate job creation and weak governance. Economic growth is constrained by insecurity, with the workforce mostly informal and underperforming. The country continues to grapple with overlapping shocks, including droughts and displacement, worsening food insecurity. Governance challenges include resource-sharing disagreements among federal and regional levels, hindering social contract development. Clusters in the south and central regions struggle with higher poverty, reflecting ongoing conflict. Climate change impacts are severe, undermining resilience. Somaliland and Puntland have shown modest improvements.
Key interventions since the first SCD include constitutional negotiations, debt relief, and security sector reforms. A new Petroleum Act and national water strategy are in place, though implementation is slow. Mobile banking penetration increased, but access to formal finance remains low. Significant work is required to strengthen infrastructure, enforce social protection programs, and improve human capital outcomes. Foundations for private sector development are still weak.
The five high-level outcomes (HLOs) guiding interventions are:
- Enhancing Security, Justice and Participation
- Improving Access to Services through Economic Governance
- Strengthening Household Resilience to Shocks
- Developing Human Capital
- Growing the Private Sector for Employment
Priority areas include improving water security, enhancing social protection, upgrading infrastructure, and engaging women in economic participation. Building foundational institutions and advancing fiscal reforms are also critical. Somalia needs sustained regional integration and fiscal sustainability efforts to overcome its multiple challenges.
Highlighted below are the five high-level outcomes (HLOs) and their key interventions:
• Improved Security, Participation, & Access to Justice: Strengthen security architecture, advance constitutional review, prevent gender-based violence, improve governance.
• Improved Access to Services w/ Better Governance: Enhance PFM, combat corruption, mobilize domestic revenues, manage public debt effectively.
• Improved Household Resilience to Shocks: Develop water resources, diversify sectors, improve disaster risk management, coordinate social protection.
• Improved Human Capital: Expand education to underserved areas, strengthen teacher training, reform health systems, boost nutrition.
• Enhanced Private Sector for Jobs: Expand access to finance, integrate into global markets, improve business regulations, promote women's entrepreneurship.
