Climate Resilient Water Safety Strategic Framework Summary
Purpose and Context
This strategic framework, developed by the Ethiopian Ministry of Water, Irrigation and Energy (MoWIE) with support from WHO and other partners, aims to enhance climate-resilient water safety plans (CR-WSPs) to ensure sustainable drinking water access amid climate change. It responds to challenges such as inadequate water quality monitoring, limited operational capacity of water systems, and increasing climate-related risks like droughts and floods.
Key Challenges in Water Safety
Ethiopia faces significant issues, including:
- Water Quality Deficiencies: Up to 32% of tested water samples from improved sources do not meet national or WHO standards.
- Climate Impacts: Temperature rise, erratic rainfall, and extreme weather events threaten water sources, leading to contamination and reduced availability.
- Infrastructure and Management Issues: Weak operation and maintenance, low community participation, and inadequate sanitation contribute to waterborne diseases like diarrheal illnesses.
Strategic Objectives
The framework sets five goals:
- Enhance sustainable management of drinking water systems using a risk-based approach.
- Ensure all water systems comply with national quality standards and health-based targets.
- Strengthen water quality monitoring, surveillance, and enforcement mechanisms.
- Integrate CR-WSPs into broader WASH sector plans and investment strategies.
- Build capacity of urban utilities, rural WASH committees, and communities to manage climate risks.
Implementation and Coordination
CR-WSPs involve a lifecycle approach from source to point-of-use, combining risk assessment, management, and continuous monitoring.
- Multi-Sectoral Involvement: Collaboration includes federal/ministerial sectors, development partners, NGOs, and communities.
- Financing: Budgets from government sources (leveraged from national programs like ONE WASH) and development partners fund implementation.
- Tools and Capacity Building: Guidelines, training, and institutional arrangements support WSP adoption.
Monitoring and Evaluation Framework
A robust M&E system uses indicator-based tracking of inputs, outputs, outcomes, and impacts to assess progress, identify gaps, and refine strategies over a 5-year period.
Conclusion
CR-WSPs provide a holistic roadmap to address climate vulnerabilities, improve water safety, and contribute to Ethiopia's broader development goals, emphasizing the need for sustainable investment and cross-sectoral partnerships.
