Recommendations from the NLC Reimagining Public Safety Task Force

This report outlines key recommendations for municipal leaders to reimagine public safety, emphasizing equity, community-centered approaches, and systemic reforms based on events like the deaths of George Floyd, Breonna Taylor, and others. It highlights the need for collaboration and innovative strategies to address disparities and promote well-being. Here are the five main recommendations:

• Recommendation One: Direct municipal leadership to adopt a holistic definition of safety, integrating public health and well-being, and implement structural changes to align policies with this vision.

• Recommendation Two: Balance the roles of government agencies, residents, and partners, utilizing funding like the American Rescue Plan to engage communities, particularly Black, Latinx, and Indigenous populations, in safety processes.

• Recommendation Three: Expand civilian and community-based responses for emergency calls, incorporating trauma-informed practices, credible messengers, and restorative justice to reduce reliance on law enforcement for prevention.

• Recommendation Four: Ensure full oversight and accountability for law enforcement by updating protocols, involving civilian review boards, and aligning resource allocation with safety goals through collaborative reforms.

• Recommendation Five: Leverage NLC's support and expert guidance, including peer networks and policy resources, to assist city leaders in transforming public safety approaches amid broader challenges.

The report draws on city spotlights like Oklahoma City and Newark, which demonstrate successful implementations, such as policy changes and community partnerships. Overall, reimagining public safety requires moving beyond traditional policing to foster wellness and equity. NLC will release a toolkit in November 2021 to aid implementation and provide further resources.
