Summary of First in Tulsa: Whitman Elementary and Youth at Heart's SEL Partnership
This case study from the RAND report examines the journey of Whitman Elementary and its out-of-school-time partner, Youth at Heart in Tulsa, Oklahoma, as they pivot from focusing on student social and emotional learning (SEL) to prioritizing adult SEL to support student outcomes. The partnership, part of the Partnerships for Social and Emotional Learning Initiative (PSELI), initially struggled with inconsistent SEL implementation due to high teacher turnover, insufficient training, and limited support for educators.
Key successes include a significant reduction in teacher burnout and staff turnover, decline from 62% to 29%, and improved SEL consistency across school and out-of-school settings. This shift led to better student behavior, fewer suspensions, enhanced relationships, and a stronger school climate. For instance, teachers became more adept at managing emotions and incorporating SEL into academic instruction.
Challenges initially stemmed from high staff turnover and a lack of preparedness, with early SEL efforts overwhelming educators. However, adapting strategies—such as reducing the number of SEL resources, focusing on core practices like the RULER Mood Meter, and fostering collaboration between school and OST staff—mitigated these issues. During the COVID-19 pandemic, SEL practices proved resilient, supporting both adults and students through remote learning disruptions.
Lessons learned emphasize that prioritizing adult SEL enhances buy-in, improves educator well-being, and strengthens overall implementation. Regular coordination, shared training, and integrated SEL routines contributed to greater consistency and outcomes for students. The case highlights the importance of building adult competencies as a foundational step for effective SEL in schools and their partners.
