Background

The country's sparsely populated, mining-dominated economy requires strategies to balance productivity with resilience and natural capital management.
Nature-Based Solutions (NbS)
NbS, such as reforestation, grassland restoration, and wetland conservation, offer opportunities for climate mitigation and adaptation. They can enhance carbon storage, improve water regulation, buffer against natural disasters, and generate economic benefits through green value chains. Modeling shows potential to increase carbon sequestration and economic returns from land use optimization.
Challenges
Implementation of the Billion Tree National Movement (BTNM) and broader NbS efforts is hampered by inadequate funding, insufficient institutional capacity, lack of robust monitoring, limited private sector participation, and human resource shortages. Transition from conservation to sustainable use in forestry has led to suboptimal management, exacerbating vulnerabilities.
Recommendations
- Policy Coordination: Appoint a national champion to drive NbS integration into NDCs and development plans.
- Institutional Reform: Enhance collaboration between government agencies, local stakeholders, and user groups; conduct functional reviews to address capacity gaps.
- Finance Mobilization: Blend public and private finance, leverage carbon markets, green bonds, and blended financing to support NbS investments.
- Implementation: Develop scalable landscape projects, including sustainable forest management and community engagement, to achieve resilience and development goals.
