Summary of the IPA and WIPO Pilot Survey on the Global Publishing Industry (2016)
Core Content
The International Publishers Association (IPA) and the World Intellectual Property Organization (WIPO) conducted a pilot survey in 2016 to gather global publishing statistics. This survey aimed to create a more comprehensive and internationally comparable dataset for the publishing industry, covering three main market segments: retail (trade), educational, and scholarly, academic, and scientific (SAS) publishing. The survey was expanded in 2017 to include data from WIPO's 191 Member States, not just IPA members, thereby broadening the scope of data collection.
Main Findings
Revenue
- Total Net Revenue: Based on data from 11 countries, the total net revenue from sales and licensing across the three sectors in 2016 amounted to USD 41.9 billion.
- The U.S. reported the highest net revenue at USD 23.9 billion.
- Retail sector revenue was available for 23 countries, with the U.S. leading at USD 15.9 billion, followed by Japan (USD 8.4 billion) and Germany (USD 5.7 billion).
- Digital editions contributed significantly to retail sector revenue in certain countries:
- China: 28%
- Colombia: 24%
- Japan and U.S.: ~18% each
- Foreign sales accounted for a large share of revenue in several countries:
- Belgium: ~80%
- China, Greece, and Turkey: High foreign revenue contributions
Titles Published
- Total Titles Published: Data was available for 19 countries, with China reporting the highest number at 57.8 million titles.
- U.K. (49,443), South Africa (136,403), France (103,534), Russian Federation (94,436), and Turkey (93,526) followed.
- Retail Sector Titles: Data was available for 29 countries, with China leading at 10.6 million titles.
- Japan (1.3 million) and Republic of Korea (380,523) were next.
- Print editions dominated in most countries, but Republic of Korea had the highest proportion of digital titles at 80.1%.
- Educational publishing had a high share in Belarus (51.4%), Kyrgyzstan (46.1%), Russian Federation (42.8%), and China (42.5%).
- SAS publishing accounted for more than a third of all titles in Belgium (65.4%), China (39.2%), and Mexico (37%).
Key Challenges
- Identifying the Right Contact: Many countries faced difficulties in identifying the appropriate person at the National Publishers Association (NPA) or copyright authority to complete the survey.
- Data Availability: Some countries lacked comprehensive data on the number of titles published, and others provided data based on different definitions (e.g., gross vs. net revenue).
- Methodological Differences: Variations in how data was collected and reported across countries limited the reliability and comparability of the results.
Next Steps
- 2018 Survey: The IPA and WIPO plan to launch a new survey in 2018 covering 2017 publishing activity.
- Improved Data Collection: Efforts will focus on:
- Expanding statistical reporting channels.
- Standardizing methodologies and definitions across countries.
- Ensuring all market segments are covered.
- Questionnaire Revision: The survey questionnaire will be revised to improve data harmonization and clarity, based on feedback and lessons learned from the pilot.
Conclusion
The pilot survey represents an important step toward creating a global database of publishing statistics. While the data collected was valuable, the lack of uniformity and completeness highlights the need for continued collaboration and standardization. The IPA and WIPO are encouraging national publishers associations and copyright authorities to improve their data collection practices to support future global efforts in publishing statistics.
