Global GLC Committee 1st Meeting Summary - 6-7 October 2011

Meeting Objective: To advise on policy guidance for scaling up MDR-TB care and evaluate progress, using the new global framework.

Key Outcomes:

1. Role & Function: The gGLC's dual role (advisory to WHO and a sub-group of the Stop TB Partnership's MDR-TB Working Group) is affirmed as a strength, not a hindrance. Collaboration between WHO and the Stop TB Partnership is encouraged.
2. New Global Framework: The committee endorses decentralizing the framework to regional committees (rGLCs), urging focus on strategic advice per Terms of Reference (ToR). It recommends WHO regional offices host the three remaining rGLC secretariats without competitive bidding.
3. Information Sharing & Alignment: The gGLC stresses the importance of transparent communication between gGLC/rGLCs and WHO partners.
   • Existing Recommendations: It endorses proposed strategies for shorter MDR-TB regimens (emphasizing RCTs), new drug policy development, and strengthening diagnostic-treatment-drug supply alignment (via case studies, coordination, and potentially UNITAID proposals). Focused technical assistance (TA) and human resource capacity are recommended.
   • Continued Actions: Further work on developing a framework and tools for alignment, country case studies, coordinating TA, and defining criteria for country prioritization for TA are requested.
4. Framework Expansion: gGLC recommends expanding framework functions to the remaining three WHO regions and monitoring rGLC work.
5. Meeting Concluding Actions: Agenda items for the Stop TB Partnership MDR-TB Working Group were requested to be raised during the UNION conference in Lille.

Focus Areas:

• Accelerating scale-up of MDR-TB services globally.
• Improving diagnostic infrastructure and integrating diagnostic, treatment, and drug supply chains.
• Generating and implementing evidence for shortened regimens and new drugs.
• Building country capacity in programmatic management of drug-resistant tuberculosis (PMDT) through enhanced technical cooperation.

The meeting concluded with no identified conflicts of interest and an agreed schedule for the next meeting (February 2012).
