Quality Assurance Advisor (QAA) Role: Supports decentralized evaluation managers in ensuring evaluation quality by addressing potential gaps in expertise.

Main Tasks: Provides assistance at five key quality control points:

1. Preparation of Terms of Reference (TORs):
   • Ensure TORs are clear, specify evaluation questions as structured queries, address normative dimensions, and have realistic budgets/timeframes.
2. Selection of Evaluators:
   • Verify competitive sourcing, assess evaluator expertise, and check for conflicts of interest.
3. Review of Inception Report:
   • Confirm plan aligns with TORs, propose suitable methodologies, include stakeholder analysis, and ensure data collection tools are adequate.
4. Quality Control of Raw First Draft:
   • Ensure clarity, logical flow, data support for findings, recommendations are reasonable, and content stays within scope.
5. Quality Control of Final Draft:
   • Verify addressed stakeholder comments, and review conclusions and recommendations for completeness and appropriateness.
