报告摘要
Summary of WHO Meeting on Global Principles for Identifying Credible Health Information Sources on Social Media
Background and Objectives
The meeting addressed the "infodemic" of misinformation and disinformation on social media, particularly during COVID-19. WHO collaborated with the National Academies of Medicine (NAM) and the British Medical Journal (BMJ) to review and evaluate the principles from NAM's paper "Identifying Credible Sources of Health Information in Social Media: Principles and Attributes." The objectives were to review NAM's paper, assess the global applicability of its foundational principles (science-based, objective, transparent and accountable), and identify challenges in different regions.
Findings
There was consensus that the principles and their attributes could be broadly applied globally, but challenges were highlighted. These included cultural, linguistic, and political factors affecting credibility perceptions, difficulties in digital access, and variations in information presentation across platforms. Key issues included misinterpretation of evolving scientific knowledge, conflicts of interest, and disparities in global health contexts.
Conclusions
All participants acknowledged challenges in applying principles universally but agreed they are globally feasible if adapted. The meeting recommended that social media platforms use these principles not only for content moderation but also to guide content creators and influencers. Additional suggestions included promoting media literacy, improving content moderation across languages and regions, committing to collaborations with health authorities for transparency, and ensuring user education on identifying credible sources.
Recommendations for Social Media Platforms
- Utilize the principles to identify and promote credible health information.
- Incorporate principles into guidelines for influencers and content creators.
- Enhance media literacy programs and content moderation to handle misinformation, including comments sections.
- Foster partnerships with health organizations and maintain transparency in operations.
