Summary of Subprogramme 9: Planning and Public Management for Development
Objective
To enhance planning and public management processes in Latin America and the Caribbean for equitable, sustainable, and transformative development, addressing challenges such as poverty, inequality, and climate change.
Strategy
- Implementation Responsibility: ILPES, aligned with the 2030 Agenda.
- Key Actions: Provide applied research, technical advice, training, and capacity-building services to strengthen national and subnational systems.
- Support: ECLAC facilitates alignment with the 2030 Agenda and fosters technical, foresight, and governance capacities.
Activities

Meetings and Publications:
- Meetings of the Regional Council for Planning.
- Recurrent and non-recurrent publications on planning methodologies, governance, and cross-cutting issues.
- Maintenance of the Regional Observatory on Planning for Development.

Capacity-Building:
- Advisory services and training courses (in situ and e-learning) covering foresight, strategic planning, public management, and cross-cutting themes like gender equality and climate change.
- Focus on eight training topics and support for member states upon request.

Technical Cooperation:
- Projects on planning and public management, including implementation of the 2030 Agenda, with extrabudgetary resources.

Other Activities:
- Development of technical materials and support for virtual networks.
- Surveys, dialogues, and specialized training.
Beneficiaries
- Government officials, civil society organizations, academic institutions, and local/regional bodies focused on planning and public management at national, subnational, and local levels.
Impact
Primarily supports SDGs 10, 11, 16, and 17 through participatory, inclusive, and resilient development processes.
