GRIDMAP Framework

Overview: A toolkit designed to help Economically Marginalized Developing Economies (EMDEs) assess and improve market regulations, particularly in consumer protection and data markets. It provides a Minimum Package of essential regulations, institutional arrangements, and enforcement mechanisms.

Core Components:

1. Three Pillars:

   • Legal Framework: Specifies required regulations and legislation.
   • Institutional Arrangements: Covers roles, powers, and collaboration among authorities.
   • Enforcement/Implementation: Assesses the use of resources and effectiveness of enforcement.

2. Methodology:

   • Modular Approach: Applied to specific regulatory areas like consumer protection and data markets.
   • Steps: Define Minimum Package, Design Self-Assessment Questionnaire, Collect & Validate Data, Analyze Results, and Generate Maturity Assessment Profile (MAP).
   • Tools: Includes surveys, a global database, maturity assessment, and a dashboard.

3. Key Characteristics:

   • Diagnostic: Tailored to EMDEs’ specific needs and limitations.
   • Comparative: Allows countries to benchmark against peers, income groups, and the Minimum Package.
