Reflecting on Sustainability Standards: Trade and the Sustainability Crisis
United Nations Conference on Trade and Development (UNCTAD) convened three roundtable discussions to analyze the effectiveness of Voluntary Sustainability Standards (VSS) in addressing environmental, social, and economic concerns within global value chains (GVCs) and their role in promoting sustainable trade.
Key Findings:
- Environmental Concerns: VSS can contribute to mitigating environmental issues like deforestation and climate change but face limitations due to their newness, variability in scientific input, and susceptibility to power dynamics within standard-setting processes. Enhanced uptake by economic actors, integration into public policies, and stronger government enforcement are recommended to improve impact.
- Social Concerns: VSS impact varies significantly across contexts and issues. While some standards show positive effects on empowerment and working conditions, challenges remain in governance, standard implementation, auditing, and accessibility for smallholder farmers. The complexity of social issues means VSS may not address all concerns effectively, particularly structural ones.
- Economic Concerns: VSS have mixed economic impacts, sometimes improving prices but not always translating to higher profits or income. The burden often falls disproportionately on small suppliers in the Global South. Selectivity and harmonization of standards can improve effectiveness.
Policy Recommendations:
- Scale Up Understanding of VSS impacts through empirical research.
- Enhance Public Policies by integrating VSS into trade agreements and regulations.
- Promote Collaboration and Consistency by supporting mutual recognition between standards.
- Prioritize Selectivity in Addressing Sustainability Issues.
- Strengthen Support for Smallholders in developing countries through enabling policies and reduce certification barriers.
The roundtables concluded that a multidimensional approach is essential for leveraging VSS effectively in sustainable trade and development.
